Professor at the Department of International Relations, School of Social Sciences, Tsinghua University, Director of the Centre for Economic Diplomacy, Tsinghua University, and PHD supervisor. He is a Counsellor of the State Council.


Professor He Maochun is a member of the Standing Committee of the Central Committee of the China Democratic League (CDL) and Director of the Economic Committee of the CDL Central Committee. He is also an invited inspector of the State Administration of Taxation, an expert on "Business Times" of the Ministry of Commerce, the Vice-Chairman of the Economic Diplomacy Research Society of the China Society of International Relations, the Editor-in-Chief of the annual journal China Economic Diplomacy, and the Executive Director of the WTO Law Society of the Chinese Law Society.


Professor He graduated from Wuhan River Transport College, Guangzhou Foreign Language Institute, the Department of International Politics of Renmin University of China, the Law School of Renmin University of China and the Chinese Academy of Social Sciences.


From 1992 to 2004, Mr. He served in the Research Institute of the Ministry of Commerce (formerly the Ministry of Foreign Trade and Economic Cooperation) as Director of the Legal Department, Deputy Director of the World Trade and Economic Department, Director of the Information Centre, Editor-in-Chief and Chief Writer of the White Paper on China's Foreign Economic and Trade. He has participated in many international economic and trade negotiations and domestic and international academic seminars. He has participated in and chaired research projects for the United Nations and the World Bank, and has independently chaired the planning of several major investment projects and national projects.


Professor He joined Tsinghua University in 2005. He teaches courses on diplomacy, economic diplomacy, international situation, internationalization strategy, and international relations writing.


Professor He has written and translated extensively. His main research interests include the rules of the World Trade Organization, economic diplomacy and internationalisation strategy. His monographs include A General History of Chinese Diplomacy, Highlights of China's WTO Accession Commitments and Adjustments to Policies and Regulations, Comparative Studies on Foreign Trade Law, A Concise Reader on WTO Knowledge, International Trade in Services and China's Service Industry, Chinese Diplomats through the Ages, A Reader on Foreign Affairs for Leading Cadres, International Trade in Services: Liberalisation and Rules, A Course in Economic Diplomacy, Economic Diplomacy Law, Economic Diplomacy Practice, etc. Diplomatic Practice, etc. He has also translated Ten Trends in World Development in the 1990s, Six Classic Examples of American Corporate Competition, The Secrets of Success of Britain's Ten Richest People, Understanding and Misunderstanding International Relations, The American Tax System, and The Blackwell Encyclopedia of Political Science. He has written more than a hundred papers, including "The Great Power Theory", "Realizing China's Ocean Power Strategy with the Sea", "Reflections on Future National Security", and "Global Mergers and Acquisitions and National Economic Security".


In recent years, Dr. He Maochun has led his research team to investigate the six major economic corridors of the Belt and Road, including Zhang Qian's journey to the West, Zheng He's journey to the West, Xuan Zang's journey to obtain scriptures, Marco Polo's journey to the East and his return, and Genghis Khan's journey to the West, focusing on Silk Road culture, connectivity, overseas investment The study of the Silk Road culture, connectivity, overseas investment environment and industrial and agricultural parks. He has completed several national projects on "One Belt, One Road". Professor He's lectures on "One Belt, One Road", "New International and Domestic Situation and Countermeasures", "Macroeconomic Analysis", "Situation Studies He has delivered lectures on "One Belt, One Road", "New International and Domestic Situation and Countermeasures", "Macroeconomic Analysis", "Situational Studies", "Economic Globalization and Internationalization Strategies of Enterprises" and other topics to a direct audience of over one million people at home and abroad. He is a professor of the EMBA program of Tsinghua University School of Economics and Management, NPC Business School, Peking University School of Economics, and China University of Economics and Business.


In 2006, Professor He Maochun presented a research report on "The Strategic Concept of Feeding the Sea with the Sea", and in 2012, he presented a research report and policy recommendations on "The Strategic Concept of Reviving the Silk Road", and in 2013, he officially published his academic paper "National Strategic Analysis of the New Silk Road Economic Belt - China's Historical Opportunity". In 2013, he officially published his academic paper "National Strategic Analysis of the New Silk Road Economic Belt - China's Historical Opportunities, Potential Challenges and Coping Strategies" (co-authored with PhD student Zhang Jibing, in People's Forum - Academic Frontier, December), which was ranked as one of the top 10 most cited documents in history from 2011 to 2015. Professor He Maochun has had a rich experience. He has been a farmer and village teacher in the countryside, a maintenance worker in a car factory, a tour guide, a shipping technician, a journalist, a lawyer and a businessman (head of an overseas Chinese enterprise), a civil servant and a professor. Focusing on fieldwork and social practice, he has visited all 34 Chinese provinces, autonomous regions, separate customs territories (Taiwan, Hong Kong and Macau), over 180 countries in the world, and over 2,800 counties (flag districts and cities) in the four regions of China, making him a great traveller and explorer in contemporary academia.
