2019年3月23日,第二十期清华国际关系论坛——“全球变局与国际秩序”研讨会在清华大学近春园第三会议室成功召开。会议以当前的国际秩序权力转移研究为基础,研究了上述因素对于世界政治的诸多影响。北京外国语大学英语学院谢韬教授中国人民大学国际关系学院田野教授北京大学国际关系学院王栋副教授南京大学政府管理学院副教授毛维准中国社会科学院世界经济与政治研究所副研究员任琳以及清华大学国际关系学系博士后何晴倩分别在会上发言。

On March 23, 2019, the 20th International Relations Forum, themed Global Change and International Order, was successfully held in Conference Room 3, Jinchunyuan Hotel, Tsinghua University. On the basis of researches on international order and power shift, the Forum made explorations into their influence on world politics. Keynote speakers included Professor XIE Tao of Beijing Foreign Studies University School of English and International Studies, Professor TIAN Ye of Renmin University School of International Studies, Associate Professor WANG Dong of Peking University School of International Studies, Associate Professor MAO Weizhun of Nanjing University School of Government, Senior Research Fellow REN Lin of Chinese Academy of Social Sciences Institute of World Economics and Politics, and postdoctoral researcher HE Qingqian of Tsinghua University Department of International Relations.

会议上,专家学者们就当前的全球化国际秩序以及各国国内政治的影响问题展开了热烈讨论。通过控制所有影响变量,谢韬教授欧洲当今兴起的右翼民粹主义的成因进行了实证研究,发现移民问题欧洲民粹主义政党上台存在显著关系

During the Forum, participants engaged in heated discussions about globalization’s impact on international order and domestic politics. Prof. XIE Tao conducted empirical research on causes of the rising of right-wing populism in Europe by controlling all the noise variables. And it turned out that immigration issues had a statistics significance with the populist parties coming to power.

田野教授同样对于民粹主义兴起进行了深刻分析,他从德国单一案例出发,通过进一步的推演和发展经典罗戈夫斯基模型,并结合德国参与经济全球化的要素禀赋经济全球化下的德国国内要素所有者的分化,分析了德国选择党兴起的民意基础

Prof. TIAN Ye made a thorough study on the rise of populism as well, but he focused on one single case, Germany. Combined with Germany’s factor endowment for participating in economic globalization and division among factor owners in this context, he analyzed the public foundationfor the rise of Alternative für Deutschland(AfD) by further deducting and developing the classical Rogowski Model.



王栋副教授中国参与为切入点阐述了再全球化运动下的国际生产要素流动的新特点任琳副研究员着重思考了金融与霸权关系,其研究指出一国国内适用的金融政策在国际舞台上可能适得其反,从而形成金融市场和国家逻辑间的悖论

Started with China’s involvement, Assoc. Prof. WANG Dong explained new features of the international flow of productive factors in the re-globalization movement. Senior Research Fellow REN Lin made profound comments on the relationship between finance and power. She pointed out that financial policies that suited one country might achieve the opposite goal if applied internationally, leading to a logical paradox betweenfinancial market and state.

何晴倩博士基于美国选民理性选择理论的分析框架,分析了中美贸易和美国总统选举间的关系,其结论指出中国进口对于美国选民行为产生重要影响,并且美国国内的身份政治也主导着美国的政治博弈。毛维准副教授研究了大国基础设施建设倡议竞争对亚太地区的塑造作用

Applying the Rational Choice Theory of American voters, Dr. HE Qingqian analyzed China-U.S. trade and American presidential election. She concluded that imports from China exert a grave impact on American by shaping voters’ behaviors, and identity politics was running the political game. Assoc. Prof. MAO Weizhun gave a speech about how the competition between great powers’ infrastructure construction initiatives was shaping the Asia-Pacific region.

通过一天的讨论,与会者们达成三点共识。第一,在国际关系研究中鼓励使用科学方法已经初显成效。第二,反映真实情况的学术研究对于社会具有很强吸引力。第三,无论宏观还是微观,国际关系研究应该力求发现普适性规律

Participants reached three agreements after the one-day discussion. First, scientific approaches in studies of international relations were showing results. Second, academic researches that mirror the reality held appeal for society. Third, scholars of international relations studies should strive for the macro and micro universal laws.
