嘉宾简介： 香港 中文大学政治与行政学系长聘副教授、博士生导师、香港亚太研究所国际事务研究中心主任，兼任《 International Relations of Asia-Pacific 》编委、《 The Hague Journal of Diplomacy 》国际咨询委员会成员、《 Oxford Bibliographies 》执行编辑。曾于 2022-2023 年赴多伦多大学蒙克全球事务学院任访问教授。 他的研究方向为国际关系理论、国际安全、外交学、政治心理学、身份认同和群体间冲突、以及以中国为重心的东亚国际关系地区研究。 他的学术成果发表于国际关系领域重要期刊，并于 2017 年和 2022 先后获得由国际研究协会（ International Studies Association ）颁发的论文奖及安东尼 · 德斯青年学者奖（ Anthony Deos Young Scholar Award ）。 黄诗朗副教授于美国南加州大学获得国际关系和政治学博士学位； 于美国芝加哥大学获得国际关系和政治学文学学士、硕士学位； 于霍普金斯大学 - 南京大学中美研究中心获得研究证书。

论文摘要：

From driving Germany’s rearmament to initiating the crisis over Poland that ignited WWII, Hitler’s foreign policy was predicated on the belief that Britain would not intervene militarily. But why was he so certain of British intentions? Conventional wisdoms in IR have tended to focus on more “structural” factors, such as that the balance of power and interest was arguably in Germany’s favor, international institutions that might otherwise have deterred were weak, the role of international norms, etc., or on Hitler’s personality (he was a “risk-taker”). In this paper, I argue that these explanations are incomplete. They overlook the impressions Hitler formed in his personal interactions with visiting officials over the years that – cumulatively – informed his judgment about British resolve, and as such, his foreign policy. I present a theory of resolve performance in face-to-face diplomacy, developed mostly from microsociology and speech act theory in linguistics. With it, I explain how, after having met with Sir John Simon, Anthony Eden, Lord Halifax, Eric Phipps, Nevile Henderson, and Neville Chamberlain during the various crises he instigated from 1935 to 1939, Hitler came to consider them weak. He was as such emboldened to initiate the series of crises that eventually culminated in WWII.

嘉宾简介：北京大学国际关系学院副教授，北京大学国际战略研究院特约研究员，北京大学美国研究中心副主任。主要研究领域是国际安全、中美关系和两岸关系，在《国际政治研究》、《国际政治科学》、《世界经济与政治》、《美国研究》、International Relations of the Asia-Pacific、China International Strategy Review、Asian Security等中英文期刊以及《华盛顿邮报》、《澎湃》、《环球时报》等中英文媒体发表论文和评论数十篇。在北京大学获得法学学士、经济学学士以及法学硕士学位，并在宾夕法尼亚大学获得政治学博士学位。
