Legitimating Non-State Actor Engagement in Global Governance: Evidence from the UNFCCC

论文标题：Legitimating Non-State Actor Engagement in Global Governance: Evidence from the UNFCCC

论文摘要：This paper examines how the UNFCCC seeks to justify and legitimate its NSA engagement practice. To that end, we zoom in on the relevant communications of the UNFCCC secretariat towards elite audiences. We do so through the analytical lens of international organisation (IO) legitimation, understood as a normative process whereby IOs claim legitimacy for themselves or their policies and practices. Further, we unpack the legitimation process into two levels: normative (why engage with NSAs) and operational (why do so in a specifie way). Based on a purpose-built corpus of UNFCCC documents and interviews with (former)UNFCCC officials and NSA representatives, we present two main findings. First, the UNFCCC seeks to make the case for the normativity of NSA engagement by stressing its relevance to procedure and performance legitimacy all the while downplaying its impact on decision-making efficiency. Second, with regard to its operationalising of NSA engagement, not least some of its most contested rules and practices, the UNFCCC grounds its justifications primarily in the difficulties in managing the increasing demand for observer participation, working within multiple constraints and wresting with unique challenges.
